This work is the result of research and exchanges with teachers and students and aims to study the educational policies of Ecuador that have generated changes in education since the 90s, to the present, especially its impact on essential aspects for society, such as school desertion, illiteracy and the privatization of education; based on a methodological strategy in which by linking the quantitative and qualitative paradigms, bibliographic and documentary, historical-logical and statistical review methods are used, which resulted in the description and explanation of the evolution and the transformations of the policies and problems of education in the Ecuadorian context during the period 1990-2018.
