Problemática acuífera en el contexto sudamericano del siglo XXI

Resumen

La problemática del agua es un hecho significativo que se presenta como punto prioritario en la agenda social y económica del siglo XXI y desde una óptica geopolítica, el vital líquido es visto como elemento estratégico de primer orden, ya que es vida pero también se pude convertir en muerte, con la contaminación y su escasez, con todo lo que ello conlleva como un bien inagotable que ha conducido al hombre a derrocharla, en virtud que el agua por su grado de importancia en el siglo XXI se vuelve un factor importante en la vida de los seres humanos y por lo tanto en las relaciones internacionales. Los ríos o acuíferos son recursos invisibles para el común de los habitantes en Sudamérica, por lo que pueden convertirse en fuente potencial de conflictos o de cooperación e integración regional, como una vía para la supervivencia no solo de las personas que allí conviven, sino también para la totalidad de la humanidad. Pocos esfuerzos se han registrado para compartir responsabilidades y toma de decisiones en el manejo de las aguas, ya que se está en presencia de una gran crisis que forma parte del problema en Sudamérica, como es el deterioro de la calidad del agua, con consecuencias como la agricultura que es el contaminador más grande, con el uso de fertilizantes y pesticidas, se ha contaminado el agua subterránea así como el suministro de agua de superficie, sumando a ello la contaminación doméstica e industrial que está aumentando, y el problema afecta tanto a países desarrollados como en desarrollo, lo que hace necesario una solución inmediata a esta problemática que se plantea.

ABSTRACT

The problem of water is a significant fact that arises as a priority in the social and economic agenda of the twenty-first century and point from a geopolitical optical, the vital liquid is seen as a strategic element of the first order, since it is life but also it becomes death, pollution and scarcity, with everything that entails an inexhaustible asset that has led man to waste it, pursuant to the water by its level of importance in the twenty-first century becomes an important factor in the life of human beings and therefore in international relations. The rivers or aquifers are invisible resources for ordinary people in South America, so it can become potential conflict or source of cooperation and regional integration, as a way of survival, not only of the people who live there, but for all of humanity. Little effort has been made to share responsibilities and decision making in the management of water, since it is in the presence of a great crisis which is part of the problem in South America, as it is the deterioration of the quality of the water, with consequences such as the agriculture which is larger, with the use of fertilizers and pesticides polluters, has contaminated ground water as well as the supply of surface water, adding to domestic and industrial pollution that is increasing, and the problem affects both developed and developing countries, requiring an immediate solution to this problem.
